PPWR: what is really changing for the packaging industry?
From voluntary circular economy initiatives to legally binding requirements
Regulation (EU) 2025/40 covers the entire packaging life cycle and introduces obligations in stages: from material and documentation requirements to design for recycling, recycled content, minimisation, labelling and reuse.
There is no single PPWR start date for every requirement
From regulatory basics to technical obligations
The PPWR links design for recycling with recycling at scale
Requirements are introduced in stages. Design for recycling and the later recycled-at-scale criterion have separate timelines and methodologies.
The PPWR focuses on post-consumer recycled content in specific types of plastic packaging
The first minimum levels include 30% for relevant contact-sensitive PET packaging, 10% for relevant contact-sensitive packaging made from other plastics, 30% for single-use plastic beverage bottles and 35% for other relevant plastic packaging, subject to the exceptions and timelines set out in the Regulation.
A close technical relationship, without automatic legal compliance
RecyClass can provide independent evidence on design for recycling, recycled plastics traceability, recycling processes and sorting. A RecyClass certificate should not be presented as automatic confirmation of full PPWR compliance.
THE PPWR IN PRACTICE
Not all requirements start on the same day
Regulation (EU) 2025/40 applies from 12 August 2026, but specific obligations have different timelines. When examining a requirement, check the relevant article, date and any implementing or delegated acts.
12 AUGUST 2026
The PPWR generally applies in the European Union from this date. This does not mean that every detailed obligation starts on exactly the same day.
RECYCLABILITY
Packaging recyclability requirements are linked to a timetable and further technical criteria. Assessments must distinguish legal obligations from the results of voluntary industry methodologies.
RECYCLED CONTENT
Minimum recycled content levels depend on the packaging category and applicable date. Some obligations specifically concern post-consumer material.
TECHNICAL DOCUMENTATION
Demonstrating compliance requires appropriate technical documentation. Material data, packaging construction and reliable recycled content information will become increasingly important.
IMPLEMENTING AND DELEGATED ACTS
Some practical criteria and methods depend on further Commission acts. Applying the PPWR therefore requires monitoring the Regulation together with subsequent acts and guidance.
RECYCLASS AND THE PPWR
RecyClass certification can provide structured and independently verified technical data, but should not be presented as automatic confirmation that a product fully complies with the PPWR.
RELATED AREAS
Connect legal requirements with technical data
The PPWR requires consideration of packaging design, recycled content and how the data is documented together.
Build a data system, not a collection of disconnected documents
Materials, suppliers, packaging variants, test results, markets and declarations should be managed consistently.
