From 12 August 2026, PPWR becomes the principal regulatory reference for EU packaging. Many detailed obligations, including recyclability performance grades and minimum PCR levels, have later application dates.
12 August 2026: the regulation’s application date
PPWR was published as Regulation (EU) 2025/40 and generally applies from 12 August 2026. From that point, companies should assess their obligations under the new regulation while accounting for the specific deadlines.
Not all requirements start on the same day
Many PPWR provisions are linked to later dates, delegated acts or implementing acts. The statement “PPWR applies from 2026” is therefore correct but insufficient for assessing a particular product.
Recyclability has its own timetable
The target recyclability performance grades and the recycling-at-scale criterion take effect in successive stages. Manufacturers should monitor Article 6 and the acts specifying assessment methods.
Recycled content has its own timetable
The minimum PCR levels in Article 7 are linked to 2030 and subsequent stages. Their actual application also depends on the implementing acts provided for in the regulation.
What should already be prepared in 2026?
- Unambiguous identification of packaging.
- Up-to-date bills of materials.
- Design version control.
- Supplier and material data.
- A technical documentation system.
- A process for monitoring legislative changes.
- Clearly allocated responsibility for product compliance.
Be careful with marketing shortcuts
An industry certificate, recyclability assessment or supplier information may support particular evidence. It does not replace an independent assessment of which PPWR provisions apply to the specific packaging.
What this means for implementation
12 August 2026 marks the start of PPWR application, rather than completion of implementation. Compliance should be built as a system that can be updated as further detailed obligations become applicable.
