RECYCLASS CERTIFICATION

RecyClass Recycling Process Certification

Independent certification of plastics recycling processes

The scheme is intended for companies that operate an actual plastics waste recycling process. Verification covers waste origin, traceability through the process, material flows, quality control and recycled outputs.

The scheme refers to the requirements of EN 15343:2007 and the chain-of-custody principles defined in ISO 22095:2020.

WHO IS THE CERTIFICATION FOR?

For organisations operating an actual recycling process

The scheme can cover processes in which plastic waste is transformed into materials that can be reused as raw material for manufacturing new products.

Eligibility conditions
The organisation should operate a functioning process capable of recycling plastic waste and hold the required permits. The amount of historical data required depends on the certification type and the current scheme requirements.
The origin of the waste used is known and documented.
The material is traceable through the process.
Material flows are controlled.
The recycled-material content of Recycled Outputs can be determined.
The process operates in accordance with the applicable administrative, environmental and quality requirements.
WHAT DOES THE CERTIFICATION VERIFY?

Reliable information about the process and recycled material

The assessment combines documentation with verification of what actually happens to the material at the facility.

01
Material origin
Where the waste used in the process comes from.
02
Classification
How post-consumer and pre-consumer streams are distinguished.
03
Traceability
Material flow from receipt to the creation of Recycled Output.
04
Quality and content
Product controls and the ability to determine recycled content.
WHAT DOES THE AUDITOR CHECK?

Documentation, data and the actual material flow

Suppliers and waste intake
Material origin, delivery documents, stream classification and consistency with the certification scope.
Storage and identification
Material labelling, batch status, separation of streams and the ability to trace the flow.
Technological process
The actual process, production lines, waste, losses and output materials.
Volume Reconciliation
Consistency between purchases, production, stock, losses and sales.
Quality control
Control plan, product parameters, test results, batch status and handling of nonconformities.
Sales and claims
Scope of certified Recycled Outputs and how information is communicated to customers.

FLEXIBLE PU — FOAM RECYCLING AND RE-POLYOL

The Flexible PU guidance covers mechanical recycling of flexible polyurethane foam and depolymerisation targeting re-polyol. RP applies where waste is received and recycled. The scope may include measurable, traceable bonded foam, including a component or product, or the final re-polyol composition. Assessment considers additions, recirculation, volume reconciliation and traceability. Moisture correction does not modify the recycled-content calculation. Rigid PU and pyrolysis are outside this guidance.

SCHEME DETAILS

Key principles, modules and traceability models

Detailed scheme requirements cover, among other things, input-material classification, traceability level, Volume Reconciliation, chain-of-custody models, additional modules, and rules governing certification scope and validity.

POST-CONSUMER AND PRE-CONSUMER

Post-consumer material originates from products used by the final user or products that can no longer be used for their intended purpose. Pre-consumer material is diverted from the waste stream during manufacturing before the product is used. Rework, regrind or scrap returned directly to the same process is not automatically treated as pre-consumer recycled material.

TRACEABILITY LEVELS 1, 2 AND 3

The levels describe the granularity of the traceability system, not the quality of the recycled material. Level 1 enables individual identification of Plastic Waste batches and links Recycled Output to input material. Level 2 is based on controlled Storage Bays and known delivery composition. Level 3 permits less detail for individual deliveries but still requires documented flows and links Recycled Outputs to supplier groups.

SEGREGATION AND CONTROLLED BLENDING

Under Segregation, certified material remains physically separated from materials with different characteristics. Controlled Blending permits controlled mixing of recycled material with other materials, such as virgin plastic, masterbatch, additives or fillers, provided the proportions are known and controlled. Recycled content is calculated as the mass share of recycled material in the total product mass; PCR and PreCR are reported separately.

VOLUME RECONCILIATION

Volume Reconciliation compares input materials with Recycled Outputs, waste, by-products, inventory changes and other streams affecting the balance. For a standard process, a 12-month period is generally analysed; under Provisional Certification, the assessment may be based on a minimum of 3 months of data.

AUDIT AND QUALITY CONTROL

The audit covers registration documents and permits, organisation and staff competence, storage, material identification, the actual process, production capacity, control of Recycled Outputs, process waste, subcontractors and the quality system. The Technical Data Sheet for Recycled Output should include at least polymer type, colour and the permitted contamination level. Depending on the polymer, standards including EN 15342–EN 15348 may apply.

MODULES A, B, C AND D

Module A concerns Food Contact: A1 covers the final pre-processing operations before decontamination, while A2 covers the decontamination process itself; the module does not by itself confirm food safety or full compliance with Regulation (EU) 2022/1616. Module B concerns specified cosmetic and household-care applications. Module C relates to CSR and is mandatory for processes outside EU27+3 and optional within EU27+3. Module D contains additional requirements for specified PVC recycling processes.

CERTIFICATION TYPES

Initial Certification applies to a process with a full data history. Provisional Certification may apply with at least 3 months of data and a process operating for less than one year. Monitoring Audit is used for annual renewal, while Multisite Certification may cover at least two sites under common ownership. A certificate is generally valid for 12 months, and annual Monitoring Audit is required to maintain continuity.

CLAIMS AND DOWNSTREAM CHAIN

Certified Recycled Output can serve as input material for RecyClass Recycled Plastics Traceability Certification. RecyClass also indicates that certification may be used as independent evidence in specified market systems, including in the context of the Spanish Plastic Tax. Communication of the Recycling Process mark is intended primarily for B2B use and should comply with the current Use of Claims Guidance and Certification Mark Design Guidance.

ANNEX ECO-MODULATION

Annex Eco-modulation can supplement both RecyClass Recycling Process and Recycled Plastics Traceability. It supports the transfer of data required by relevant EPR systems, including CITEO in France. It does not replace the core requirements of RP or RC and does not itself guarantee a bonus. Bonus or fee-reduction conditions are set by the relevant EPR organisation.

CHAIN OF CUSTODY

Recycling Process is the origin point for downstream traceability

A positively verified Recycled Output can then be used as certified input material at later stages of the value chain, for example under RecyClass Recycled Plastics Traceability Certification.

FAQ

Frequently asked questions

Is every production material PreCR?

No. Classification depends on material origin and the conditions defined in the scheme; regrind returned directly to the same process is not automatically pre-consumer recycled material.

Does certification cover documentation only?

No. The audit also covers actual process operation, storage, traceability, quantitative data and quality control.

How long is the certificate valid?

Normally 12 months, in line with the current scheme requirements.

Can Recycled Output be certified further downstream?

Yes. It can be used as certified input material in the downstream traceability chain.
