FOR PLASTICS RECYCLERS

RecyClass certification for plastics recyclers

Verify waste origin, the recycling process and traceability of Recycled Output

If your company receives Plastic Waste and processes it into regranulate, pellets, flakes, regrind, agglomerate or another recycled material, the primary scheme is usually RecyClass Recycling Process Certification.

Is this page relevant to your company?
You receive plastic waste as input material.
You operate a mechanical or other qualifying recycling process.
You produce Recycled Output for downstream use.
You need independent verification of material origin and traceability.
MOST COMMONLY APPLICABLE SCHEME

RecyClass Recycling Process Certification

Input material
Post-consumer and/or pre-consumer waste covered by the process scope.
Process
Actual processing of Plastic Waste into recycled material.
Output material
Recycled Output intended for sale or further processing.
WHAT SHOULD WORK AT THE FACILITY?

The system should reflect the actual material flow

The auditor connects documentation with process observation. A written procedure alone is not sufficient if storage, the production line and quantitative data show that operations work differently in practice.

Origin of deliveries and classification of Plastic Waste.
Batch identification and separation of relevant streams.
Description and control of the technological process.
Quantitative balance (Volume Reconciliation).
Quality control of Recycled Output.
Sales documentation and scope of claims.
WHAT DOES THE AUDITOR CHECK?

From waste intake to sale of recycled material

Suppliers
Source, documentation, material status and stream classification.
Production
Process, losses, waste, yield and actual Recycled Output.
Storage
Labelling, batches, inventory and traceability.
Quality
Parameters, control results, specifications and nonconformities.
DETAILS FOR RECYCLERS

Data, additional modules and downstream chain of custody

In addition to the recycling process itself, important elements include input-material classification, material balance, Recycled Output quality, data history and the way verified information is passed on to downstream participants in the chain.

POST-CONSUMER AND PRE-CONSUMER

Post-consumer Plastic Waste originates from products used by the final user or products that have completed their original use cycle. Pre-consumer Plastic Waste includes appropriate waste generated before the use stage of the final product. Both categories should be correctly identified and documented because their shares may be communicated further through the chain of custody.

INFORMATION ABOUT RECYCLED OUTPUT

For a customer, the statement that a material “comes from recycling” may be insufficient. Relevant information may include post-consumer / pre-consumer share, waste source and sector, polymer type, recycler, process, actual recycled content and the applicable chain of custody.

VOLUME RECONCILIATION

A recycler should reconcile Plastic Waste with Recycled Outputs, process waste, by-products, inventory changes and other relevant flows. Volume Reconciliation helps verify whether the organisation’s declared data corresponds to the actual production scale and whether the balance can be reconstructed from existing records.

DATA BEFORE THE FIRST AUDIT

Before the first audit, relevant elements include the required permits, completeness of data, documented material origin, the ability to link input material with the process and Recycled Output, quantitative balance and product specifications. Initial Certification uses the full data period required by the scheme; with at least 3 months of data, Provisional Certification may apply.

MODULE A1 AND A2 – FOOD CONTACT

Module A1 covers the relevant final pre-processing operations before decontamination, while Module A2 covers the actual decontamination process. Module A does not replace a material-safety assessment and does not automatically confirm full compliance of the final product with Food Contact requirements or Regulation (EU) 2022/1616.

MODULE B, C AND D

Module B contains additional requirements for relevant Cosmetics & Household Care applications. Module C concerns Corporate Social Responsibility and, under the current RecyClass rules, is mandatory for relevant processes outside EU27+3. Module D contains additional requirements for specified recovered PVC streams, depending, among other things, on waste origin, lead content and the final use of Recycled Output.

DOWNSTREAM CHAIN OF CUSTODY

A converter or manufacturer purchasing certified Recycled Output may continue the documented chain through RecyClass Recycled Plastics Traceability Certification. Recycler certification therefore acts as a starting point for downstream verification of recycled-material origin and content.

MORE THAN ONE SCOPE

A facility may operate at several stages of the value chain. An appropriate sorting process may require RecyClass Sorting Process Certification, the recycling process itself RecyClass Recycling Process Certification, and downstream use of the resulting recyclate RecyClass Recycled Plastics Traceability Certification.

CERTIFICATE VALIDITY AND USE

The RecyClass Recycling Process Certificate is valid for 12 months and requires timely renewal to maintain continuity of the certified chain of custody. RecyClass indicates that this certification may be used as appropriate audit evidence for certain recycled-content requirements, including in the context of the Spanish Plastic Tax; the certificate should always be used in line with its actual scope and current legislation.

EXAMPLE PRODUCTS

Which materials can be included in the scope?

regranulate
pellets
flakes
regrind
agglomerate
PET
PE / PP
other polymers covered by the scheme
FOOD CONTACT AND ADDITIONAL MODULES

Not every Recycled Output has the same application scope

If the process or product is linked to food-contact applications or other additional scheme requirements, the relevant modules may apply. Their scope should be determined for the specific process.

IMPORTANT
A process certificate does not replace legal food-contact requirements
RecyClass requirements and food-law requirements should be analysed separately, even where they concern the same process.

FAQ

Frequently asked questions from recyclers

Does every regranulate require Recycling Process Certification?

The scope depends on the input material and the actual process. If the process starts with Plastic Waste and results in Recycled Output, this is the primary pathway to assess.

Is internal production regrind automatically PreCR?

No. Classification depends on material origin and the current scheme definitions.

Does the certificate cover a specific facility?

Yes. The certification scope is linked to the relevant location, process and materials covered by the assessment.

FOR RECYCLERS

Would you like to define the certification scope for your recycling process?

Send us information about the input material, process, products and location. Based on this, we will identify the appropriate scope.
